On September 19, 2007, at 5:00 p.m. Colquitt Police officers Corporal Lonnie Wade and Sergeant Ken Kirkland, acting on a concerned citizen tip, made a traffic stop on Eugene Mulkey Jr., in the area of North Fourth St.
The officers made contact with Mulkey and advised him of the reason for the stop, possible suspended license. The officers asked Mulkey for his license and observed Mulkey acting really nervous. After verification of Mulkey's license being suspended for non-payment of child support, the officers placed Mulkey under arrest for driving with suspended license.
Officers then searched Mulkey, prior to arrest, and located a large amount of currency on his person. Sergeant Kirkland then did a brief search of the vehicle. The offi- cer located a zip-lock bag containing smaller zip-lock bags, frequently used for packaging narcotics. Sergeant Kirkland then advised Corporal Wade that he was going to conduct a K-9 walk on the vehicle and to place the suspect in his patrol unit for safety precautions.
